Boehner: Congress Must Take Swift, Bipartisan Action to Help Small Businesses Create Jobs
GOP Leader: "I think it's time for Members of Congress to start working together to help small business and to help American families get our economy going again."

Washington, Oct 14, 2009 - Earlier this week, the White House agreed to “review” House Republican proposals to help small businesses, the real engine of our economic growth, create jobs. There’s no sign, however, that White House is going to turn its “review” of these common-sense solutions into action any time soon. Instead, with American workers and families asking, “where are the jobs?,” Democrats in Washington are preparing to double down on their disastrous economic record, pushing for a second “stimulus” of spending and borrowing on top of their job-killing national energy tax and government-run health care proposals. The American people cannot afford more Washington programs that overspend and underdeliver.

House Republican Leader John Boehner (R-OH) commented on the need for swift, bipartisan action to help small businesses create jobs at today’s Republican leadership press conference:

“While Washington continues to focus in on this big government health care plan, the American people are wondering, ‘where are the jobs?’ American families and small businesses are struggling. They’ve seen this economic ‘stimulus’ passed, but they’re asking the question, ‘where are the jobs?’

“Last week, the leadership and I sent a letter to the President outlining some of our ideas about how to help small business get this economy moving again. We got a dismissive reply – I would say quickly – from the White House. They are going to review some of our ideas. But I think it’s time for Members of Congress to start working together to help small business and to help American families get our economy going again. And the only way we are going to do that is to slow down on the government spending and allow the American families and small business to keep more of what they earn.”

AS PROPOSED IN THE HOUSE GOP LETTER TO THE WHITE HOUSE, HOUSE REPUBLICANS’ SOLUTIONS TO HELP SMALL BUSINESSES CREATE JOBS INCLUDE:

• Allow small businesses to take a tax deduction equal to 20 percent of their income.

• Let small businesses join together to purchase health insurance for their workers the way large businesses and labor unions do.

• Enact genuine legal reform and policies that incentivize wellness to reduce health care costs for small businesses.

• Lower taxes for all taxpayers by reducing the current 15 percent rate to 10 percent and reducing the current 10 percent rate to 5 percent. This will provide an immediate increase in income to every taxpaying family in America and free up capital to help small businesses hire more workers.

• Expand health savings accounts (HSAs) to provide additional flexibility to small businesses in providing health care to their employees.

• Increase the net operating loss carry back from 2 to 5 years to provide struggling employers with additional resources to keep their doors open.

NOTE: These proposals, some of which were presented to President Obama as early as his first week in office, were developed by House Republicans' Economic Recovery and Health Care solutions groups.  The Economic Recovery Solutions Group, led by Republican Whip Eric Cantor (R-VA), is developing additional proposals to spur job creation.
