House Democrats Make History, and You Pay for It

12:30 A.M. - Democrats on the House Budget Committee made history today. Here’s just a sampling of what they achieved:

• Passed the largest tax increase in American history;

• Raised federal spending by hundreds of billions of dollars to grow government programs;

• Refused to stop earmarks and begin real reform;

• Raised taxes on children by slashing the $1,000 per child tax credit in half; and

• Refused to rein in entitlement spending in order to save Medicare for future generations.

Yes, it was an historic day, but unfortunately America’s workers and middle-income families will be footing the bill for all of this in the form of massive tax hikes, exploding deficits and overburdened entitlement programs.

Every single Republican voted NO on the Democrats’ fiscally irresponsible budget; every Democrat voted YES.

11:50 P.M. - Republicans: Social Security Money Should Go to Social Security ; Democrats: NO!

Whenever Members of Congress talk to their constituents across America about Social Security, one message comes through loud and clear: Congress needs to stop spending the Social Security trust fund. Contributions to the Social Security trust fund should be used to pay for Social Security benefits. The first step in any realistic plan to shore up our entitlement programs is to stop using the trust fund like a slush fund for unrelated, wasteful Washington spending.

So Republicans on the Budget Committee offered an amendment to do just that, and it was defeated on a party line vote.

One of the main themes we’ve seen throughout this debate is Democrats’ unanimity on one vital issue: they are thoroughly and completely committed to ignoring the problems facing our entitlement programs. They just demonstrated that yet again by choosing to continue frittering away the Social Security funds we will desperately need when the Baby Boomers begin retiring in massive numbers.

11:45 P.M. - A Measure to Cut Spending? No, Democrats Won’t Do That!

The Budget debate can get a little technical, but this issue is important. Back when Republicans had the Majority in the House, we used a budget tool called “reconciliation” – which was an expedited process to save money and reduce the deficit by making it easier to cut government spending. But the new Democratic Majority isn’t all that interested in saving taxpayer dollars, as we’ve seen throughout the debate today. So last year, the Democrats came up with an unsurprisingly liberal twist on reconciliation. They took a budget tool designed to SAVE money and used it to create at least five new federal entitlement programs – adding billions to the federal deficit and the national debt.

Budget Committee Ranking Member Paul Ryan (R-WI) just offered an amendment to make sure reconciliation would actually SAVE money instead of being used as a back-door method for spending more taxpayer dollars. Committee Democrats, of course, voted to block the amendment. And why not? Just imagine how much money Democrats can waste on Washington schemes using reconciliation this year!

11:15 P.M. - Democrats Veto the Line Item Veto

Perhaps no other tool for stopping out of control federal spending is more well known and more popular than the line item veto. Many state governors have line item veto authority to strike particular provisions from legislation instead of vetoing an entire bill. The line item veto was enacted with bipartisan support in the 1990s, only to be ruled unconstitutional by the U.S. Supreme Court. Since then, House Republicans have developed a constitutional solution that empowers the president to eliminate pork barrel projects and other wasteful spending. This proposal was offered as an amendment to the House Democrats’ budget by Ranking Republican Paul Ryan, but it was rejected when every Budget Committee Democrat opposed it.

10:30 P.M. - Democrats Tax Death

After supporting the largest tax increase in American history, and even taxing children to do it, House Budget Committee Democrats have taken their tax policy all the way to its logical conclusion: death. Democrats just voted to keep the death tax, one of the most unpopular taxes in history, taking more than half of the value of a family farm of small business from grieving families after they have lost a loved one.

9:45 P.M. - Democrat: Not Wasting Taxpayer Dollars is a Waste of Time

“These amendments universally so far have been ridiculous and have wasted this Committee’s time.” - Rep. Marion Berry, D-Ark.

That’s how a Democrat on the Budget Committee just described the opportunities Republicans have offered Democrats in the course of the debate to stop the largest tax increase in history, to keep Democrats from slashing the child tax credit in half, and to slow wasteful Washington spending by freezing earmarks. It seems as though “waste of time” should join “fiscal discipline” on a list of phrases Democrats just don’t understand.

9:20 P.M. - History Repeats Itself: Democrats Join Republicans to Defeat HillaryCare

Don’t worry, you’re not crazy. It is 2008, not 1993, and HillaryCare is back. Or was back. Democrats had a chance to demonstrate their support for the latest iteration of Hillary Clinton’s big government, budget busting health care plan when Rep. Rodney Alexander (R-LA) offered an amendment to increase federal deficit levels to accommodate the exorbitant cost of HillaryCare. As Rep. Alexander noted, Sen. Clinton’s plan would require AT LEAST an additional $110 billion in government spending. She claims that her plan would be paid for by the new tax hikes included in the Democrats’ budget. But, as Budget Ranking Member Paul Ryan pointed out, “that money is already spoken for” because Democrats have already allocated that money for OTHER new government spending.

Sounds complicated, but it’s not.Democrats are trying to play a shell game: counting the same taxpayer dollars twice in order to hide the cost of their big government schemes. When it came time to vote on the amendment, Democrats had a chance to put their money where their mouth was, but in a fit of rational thought they joined their Republican colleagues to defeat HillaryCare.

9:00 P.M. - Associated Press Pulls Back the Curtain on Democrats’ Tax and Spend Scheme

While Republicans support new tax cuts for middle class families and greater fiscal restraint, the Associated Press reports on the Democrats’ budget, and it’s not pretty:

“[T]he Democratic plans stick to tax revenue estimates that assume the expiration of tax cuts on income, investments, married couples and people with children as well as those inheriting large estates.”

In other words, the Democrats’ budget raises taxes on every American taxpayer by raising income tax rates, reinstating the marriage penalty and the death tax, slashing the child tax credit, and hiking taxes on investors – all to pay for more wasteful Washington spending while ignoring serious entitlement reform. This is similar to the report from USA Today on Monday, which said:

“[Democrats] want more domestic spending. They want fewer tax cuts. And they reject savings in Medicare, the federal health care program for the elderly and people with disabilities.”

 

In times of economic uncertainty, the last thing American families and our economy needs is a massive tax increase. In order to get our economy moving again, Republicans believe we must stop this Democratic tax hike in its tracks and instead cut taxes for middle-class families and small business owners.

7:50 P.M. - Budget Director Nussle: Democrats’ Failure to Support Earmark Freeze “Business as Usual”

Office of Management and Budget (OMB) Director Jim Nussle called the House Budget Committee Democrats’ unified opposition to an earmark moratorium “business as usual in Washington”:

“The failure of this amendment signals that Democrats support business as usual in Washington,” said OMB Director Jim Nussle. “It is a missed opportunity.”

Earlier today, Nussle called the House Democratic budget “more of the same” and reminded Democrats that President Bush will veto any budget that increases spending, raises taxes and fails to cut earmarks:

“The Democrats’ Budgets include more of the same – tax hikes and higher spending. Their tax and spend agenda will not help our economy or the budget bottom line,” said Director Nussle. “We believe the federal budget should prevent tax increases on American families and restrain spending in order to balance the budget.”

6:55 P.M. - The Message is Clear: Democratic Budget Taxes and Spends More, and Reforms Nothing

House Republicans are continuing to weigh in on the Majority Democrats’ tax and spend budget:

House Ways & Means Committee Ranking Member Jim McCrery (R-LA): “With the plan they unveiled today, Democrats have again shown their commitment to and dependence upon substantial growth in federal revenues. Due to their devotion to the false idol known as ‘PAYGO,’ 116 million American taxpayers face an average tax increase of $2,000. If Congress does not act, taxes will increase on families who have children, men and women who are married, people whose parents die, those who save, and small business investment. Even millions of Americans who currently pay no federal income taxes will suffer from this plan.” Ways and Means Republicans press release, 3/5/2008

House Budget Committee Member Mario Diaz-Balart (R-FL): “The budget brings with it a $683 billion tax hike and proves yet again that Democratic leadership is committed to raising taxes. Congress should be committed to helping America’s hard-working families not burdening them with tax increases.” Diaz-Balart press release, 3/5/2008

Rep. Wally Herger (R-CA): “Democratic leaders have reached a new extreme in their most recent tax and spend scheme. Their budget will raise taxes on workers, families, employers, savings for retirement, and even death. They irresponsibly disregard warnings about the impending financial crisis of Social Security and Medicare, a problem that grows by $2 trillion every year we fail to act. Congress should instead allow Americans to keep more of their money, commit to balancing the budget, and transform entitlements to relieve the crushing burden of debt on future generations.” Ways and Means Republicans press release, 3/5/2008

Rep. Dave Camp (R-MI): “Families are being forced to make tough, real-world decisions about what they can afford and what they can’t afford. Washington should not be exempt from making those same decisions. None of us should be fooled by this Alice-In-Wonderland budgeting that presents families and businesses with absurd propositions and equally absurd outcomes – refusing to reform Medicare, Medicaid and Social Security yet promising benefits will not be impacted; implementing the largest tax increase in American history yet promising economic growth. If we go down the Democrats’ tax-and-spend Rabbit Hole, we should not be surprised to find an economic and budgetary chaos similar to the invented chaos Alice found.” Ways and Means Republicans press release, 3/5/2008

Rep. Phil English (R-PA): “Instead of holding millions of middle class tax payers hostage to record tax increases, Congress ought to embrace a budget compromise that will put our country on a course of solid growth, stronger job markets, restrained spending and falling deficits.” Ways and Means Republicans press release, 3/5/2008

Rep. Joe Pitts (R-PA): This budget is exactly what I would expect from a party that believes in bigger government and more taxes to pay for it. This budget just continues with runaway government spending and makes no attempt to address the impending entitlement crisis. I find it ironic that such a budget would be released at a time when American families are already having to make tough budget decisions at the kitchen table. Pitts press release, 3/5/2008

6:15 P.M. - Democrats Tax Children

Unbelievable as it may sound, House Democrats just voted to raise taxes on children. Yes, children. The immensely popular $1,000 per child tax credit will be reduced to $500 per child under the Democrats’ budget blueprint, all so they can have more money to spend on big government. Rep. Jon Porter (R-NV) introduced an amendment to extend the $1,000 per child tax credit and block this new “child tax.” However, Democrats defied common sense and voted against keeping working families’ hard earned money in their bank account instead of the federal coffers.

5:45 P.M. - Democrats Turn Down Chance to Reform and Save Medicare

With the Baby Boom generation beginning to retire, a demographic tsunami is poised to hit our entitlement programs like Social Security and Medicare. As House Energy and Commerce Committee Ranking Member Joe Barton described:

“The Medicare trustees have reported that if current policies are not changed within the next 11 years, the Medicare trust fund will go bankrupt. What that means is if you are 54 years old or younger, when you retire there will be no money in the Medicare trust fund to pay your Medicare benefits which you are, by law, entitled to at age 65.”

Republican Leader Boehner wrote further about this crisis in National Review Online on March 4. Democrats say they understand the need to act. “Democrats are committed to addressing the long-term challenge faced by Social Security and Medicare” said Speaker Pelosi in September. But offered an opportunity to actually begin reforming Medicare, Democrats on the House Budget today said “no thanks.”

Republicans on the House Budget Committee introduced an amendment that would save Medicare money by reducing junk lawsuits and focusing Medicare’s resources where they should be focused: on needy seniors, not the wealthy. Who could argue with that? Democrats on the House Budget Committee, apparently. They voted against this sensible reform. Just more evidence that the Majority Democrats remain in denial about the entitlement reform necessary to save Medicare so that future generations get benefits.

5:05 P.M. - Republicans Continue to Peel Away the Layers of the Democratic Budget

House Republicans are continuing to point out that the Majority Democrats’ budget is too costly for America’s working families:

Chief Deputy Republican Whip Eric Cantor (R-VA): “Their proposal also plans for even more increased spending coupled with a dangerous lack of reform of their pre-existing wasteful and rampant entitlement spending. As if that’s not enough, their proposal will also raise the national debt this year by $646 Billion, the largest annual increase in the debt in history. It’s time to make Washington work again for Americans, rather than the other way around.” Cantor press release, 3/5/2008

House Rules Committee Ranking Member David Dreier (R-CA): “With the economy in a slowdown, the absolute last thing the American people need is a massive tax hike and increased Washington spending. Yet that’s exactly what the Democratic budget prescribes. They are also refusing to deal with the looming fiscal crises posed by Social Security and Medicare. This approach was a bad idea last year and it’s a bad idea this year.” Dreier press release, 3/5/2008

House Budget Committee Member Jo Bonner (R-AL): “The budget proposal presented today by the Democratic majority, however, takes no steps to reign in spending, prevent tax hikes, or reform the looming crisis of entitlement spending. Instead of making tough decisions with the taxpayers’ money, the Democrat proposal seeks to impose the largest tax increase in history. The last thing tax-weary Americans’ need in this time of economic uncertainty is even higher taxes.” Bonner press release, 3/5/2008

Rep. Tom Feeney (R-FL): “In addition to raising taxes on 116 million taxpayers, the Democrat budget also once again fails to address entitlement reform. At the expense of our children and grandchildren, dogged Democrats seem determined to return to the days of high taxes and stagnant economic growth.” Feeney press release, 3/5/2008

Rep. Charles Boustany (R-LA): “Growing our economy, helping American entrepreneurs and allowing more families to keep more of their money are what a responsible budget should do. This Democratic budget is simply a wasteful tax hike on working families.” Boustany press release, 3/5/2008

3:50 P.M. - Democrats Support the Largest Tax Increase in American History, Again

Every Budget Committee Democrat just voted to lock in the largest tax increase in American history, totaling $683 billion, to pay for billions in new, wasteful Washington spending. Every American taxpayer would pay higher taxes as a result of Democrats’ vote against this amendment, which was offered by Rep. Paul Ryan (R-WI). In addition, millions of Americans who currently pay no federal income tax would have to pay under the Democrats’ plan. In times of economic uncertainty, the last thing the American economy needs is a massive tax increase. We need pro-growth tax cuts for the middle class to help the American people and keep our economy moving – but the House Democrats’ just gave us the exact opposite: job-killing tax hikes on a massive scale.

3:35 P.M. - Every Single Democrat Votes NO on Earmark Moratorium

House Budget Committee Democrats just rejected a GOP amendment to establish a moratorium on all taxpayer-funded earmarks, voting down the proposal on a party line vote of 21-16. Every single Democrat voted against it; all 16 Republicans supported it.

Republican Leader John Boehner issued the following statement:

“The vote today in the House Budget Committee once again shows the Democratic Majority is not serious about bringing real change to the way in which Washington spends the taxpayers’ money. House Democrats have consistently promised earmark reform, but they’ve repeatedly rejected the chance to join Republicans in a moratorium on all earmarks – even after a series of embarrassing media reports revealed that Democratic leaders have showered their newly-elected members with taxpayer-funded pork to help them keep their seats.

“Washington is broken. It won’t be fixed until the earmarks stop and reform begins. House Republicans will continue to press for an earmark freeze so we can begin to change the way Washington spends taxpayer dollars. One of these days, we hope the Democratic Majority decides to join us.”

Rep. Jeb Hensarling (R-TX), who offered the GOP amendment along with Rep. John Campbell (R-CA), said this:

“Once again, when it came time to put their money where their mouths are, Democrats failed miserably to enact the earmark reform that they have promised. Instead, Democrats seem to prefer to waste taxpayer dollars on monuments to themselves, fake prison museums, and hippie museums. Let’s be honest, there is a better chance of an Elvis comeback tour than the Democrats reforming the broken earmark process on behalf of taxpayers who are forced send their money to Washington to pay for all kinds of wasteful pork projects.”

House Republicans will continue to push for real earmark reform to ensure that Americans’ hard-earned taxpayer dollars are spent wisely.

3:15 P.M. - “Budget School” Available to Show American Taxpayers How Their Money is Spent

2:00 P.M. - Coming Up: Will Democrats Embrace the GOP Earmark Freeze Amendment, or Reject It?

One of the first GOP amendments expected to be offered during the debate today would establish an immediate moratorium on all taxpayer-funded earmarks and create a bipartisan select committee to identify ways to permanently change the spending process in Congress. Republicans John Campbell (R-CA), Jeb Hensarling (R-TX), and Gresham Barrett (R-SC) are expected to offer the measure.

This amendment embodies the earmark reform plan House Republicans have been working toward since January. Since Republicans offered the proposal, only one Democrat – Rep. Henry Waxman, one of Speaker Nancy Pelosi’s fellow California Democrats and chairman of the House Committee on Oversight and Government Reform – has announced support for an earmark moratorium. Here’s what Waxman has said:

“I think our best approach would be to suspend all earmarks for the 2009 appropriations cycle while we consider the right reforms for the earmark process. As a result, I will not submit any requests to the Appropriations Committee for this fiscal year. ”

With a chance to stop earmarks, potentially save the taxpayers billions, and embrace real reform, what will House Budget Democrats do?

1:10 P.M. - Republicans Take Aim at Democrats’ Tax and Spend Budget

House Republicans are highlighting the record tax increases and exorbitant spending in the Majority Democrats’ budget:

House Republican Whip Roy Blunt (R-MO): “The Democrats’ flawed budget clearly articulates their belief that the federal government knows how to spend your money better than you do – for the second year in a row, imposing the largest tax increase in history on American families.” Blunt press release, 3/5/2008

House Republican Conference Chairman Adam Putnam: (R-FL): “The Democrat budget also ignores the broken earmark status quo, despite House Republicans’ repeated calls for an immediate earmark moratorium so we can fundamentally change how Washington spends taxpayers’ money.” Putnam press release, 3/5/2008

House Republican Conference Secretary John Carter (R-TX): “As irresponsible as the enormous amount of unnecessary spending, the deliberate refusal to address the entitlement crisis is equally as irresponsible.” Carter press release, 3/5/2008

House Education and Labor Committee Ranking Member Buck McKeon (R-CA): “Their FY 2009 budget is the epitome of fiscal irresponsibility, marked by its failure to protect families, workers, and retirees by saving Social Security and Medicare; its embrace of big government spending; and its infliction of the largest tax increase in American history.” McKeon press release, 3/5/2008

Republican Study Committee Chairman Jeb Hensarling (R-TX): “Some things never change. Today, Democrats proposed a budget that is the largest in American history and will be subsidized by the largest tax increase ever imposed upon the American people. House Budget Committee Member Pat Tiberi (R-OH): “This proposed budget puts in to place one of the largest tax increases this nation has ever seen, raising a person’s taxes by an average of $1,833. But that money won’t go to deficit reduction. Democrats will use your tax dollars to pay for new government-run programs.” Tiberi press release, 3/5/2008

House Budget Committee Member John Campbell (R-CA): “This budget appears to raise taxes by $683 billion over 5 years by claiming automatic, scheduled increases in marginal rates (including elimination of 10-percent bracket), higher taxes on marriage and children, higher taxes on investments, small businesses, and estates, and other tax hikes (current record tax increase is held by the 1993 Clinton tax increase of $240.6 billion over 5 years). House Budget Committee Member Scott Garrett (R-NJ): “Like old habits, the Democrats are taking from the pocketbooks of Americans in order to foot the bill for their excessive spending.” Garrett press release, 3/5/2008

House Budget Committee Member Jon Porter (R-NV): “In short, this Democratic budget, once again, demands the largest tax increase in American history of $680 billion. It threatens to severely weaken our economy, reverse every bit of the economic gains we’ve made these past few years, and impose a devastating burden on American families and businesses.” Porter press release, 3/5/2008

12:00 P.M. - Democrats’ PAYGO Promise Highlights Their Fiscal Irresponsibility

Rep. Alan Boyd (D-FL) just touted the inclusion of “PAYGO” rules in the Majority Democrats’ budget as a tool to control spending. What he didn’t mention was that the Democrats only use “PAYGO” as a tool to increase wasteful spending or raise taxes, not to rein in the budget or provide family tax relief.

Speaker Nancy Pelosi bragged of last year’s Democratic budget that “Pay-as-you-go budget rules contained in the resolution are critical to establishing fiscal integrity and will begin to reverse the record budget deficits threatening the futures of our children and grandchildren.” However, the San Diego Union Tribune pointed out that the Democrats’ “PAYGO” rule leaves out the very programs that are busting the budget:

“In Washington … congressional leaders have imposed ‘pay-as-you-go’ budget rules that exclude the existing entitlement programs, such as Medicare and Medicaid, which dominate federal spending. So ‘paygo’ is really just political cover for new taxes to support new spending.” – “Killing the Goose,” San Diego Union Tribune Editorial, April 16, 2007

11:45 A.M. - Boehner Takes Aim at Democrats’ Budget

House Republican Leader John Boehner (R-OH) took aim at the Democrats’ budget proposal today. Here’s some excerpts:

“Middle-class families and small businesses are struggling with skyrocketing prices for gasoline, health care, and other costs of living, and the very last thing they need is a higher tax bill that puts an even greater squeeze on their finances. But by thrusting the largest tax hike in history upon every single American, that is exactly what the Majority’s budget would do. Worse yet, this epic tax increase would be levied by Democratic leaders solely to bankroll billions upon billions in reckless and wasteful Washington spending that we neither need nor can afford.”

“As disappointing as the Majority’s plans are to raise taxes on every single American in order to finance more pork-barrel spending, their refusal to confront the looming entitlement crisis is equally troubling. Medicare and Social Security are headed for bankruptcy. The programs’ trustees have warned us of exactly that, and government and media reports in recent weeks have done the same. However, the Democratic Majority is playing the role of the ostrich on the challenge of entitlement reform, choosing to stick its collective head in the sand instead of working with Republicans to finally address this priority so Social Security and Medicare are there for future generations of seniors.”

11:15 A.M. - Ryan: Democrats’ Budget Equals Massive Tax Hikes & Wasteful Spending

House Budget Committee Ranking Member Paul Ryan (R-WI) set the table for consideration of the Majority Democrats’ budget today by pointing out the tax increases and astronomical spending included in it. Some excerpts from his opening statement:

“The first thing that this budget does is raise taxes. Any way you cut it, this budget includes a huge tax increase on workers, families, and small businesses – many of whom are already struggling to make ends meet.”

“The problem is that we’re spending far too much – far too quickly – to be sustained. But for all the Democrats’ purported concern about the deficit, all they’ve chosen to do since they came into the Majority is spend more and more money.”

“But even while demanding billions in new spending, they’ve failed to do anything to reduce the wasteful spending already in the budget. In fact, last year, the Majority’s appropriations bills included over 11,000 earmarks – at a cost of nearly $17 billion to taxpayers.

“This year, the Majority has already rejected Republican calls for a moratorium – or even reform — to reduce the wasteful, self-serving spending. In this regard, we can expect more of the same: another year, and another choice by the Majority of pork over paychecks.”

11:02 A.M. - Budget Battle Begins: Will Democrats Really Support the Largest Tax Increase in History?

    This isn’t a “live blog” of the debate - it’s a rigged, “Only Republicans - get- to - be - quoted” propaganda campaign. Wouldn’t it be wonderful if we actually got to hear the pros and cons?

    Note to J. Forbes… If Dems were quoted on this here it would be even more dramatically presented that the majority doesn’t really plan to be responsible in budget or in curtailing excessive spending on entitlements. One need only go over to a non GOP article or blog and you can find it all for yourself.
    I just had a thought…why don’t the Dems put up a site and present their case for the excesses. I’m sure it will be widely read by all sides.

    Why don’t we do something about the illegal alien problem in this country instead of raising our taxes???
